Washington, Aug. 4.- The Fifth Illinois regiment of infantry, commanded by Colonel Culver, according to an order just issued, will be sent to Porto Rico. The Fifth was a raember of General Grant's brigade and last week was directed to hold itself in readiness to reinforce General Miles, but liad to give way to the 160th Indiana. General Grant's brigade is still at Newport News awaiting transportation and it will be increased by the addition of the Fifth Illinois, making four regiments in all.
