General Blanco Resigns

Madrid, Aug. 16. - A cable dispatch has been reeeived írom Captain General Blanco tendering his resignation :o the government. The reason he gives for resigning is that he does not wish to superintend the evacuation of ;he island by the Spanish troops. The government has also been informed :hat Captain General Augusti will emDark at Manila for Spain on the flrst available steamer, he having resigned lis command to his second in rank.
