Havana, Sent. 20. - The American commissioners have consulted with the government at Washington in regard to the Spanish proposal that the time 4or the evacuation of the islancl be ended to Peb. 28. The American commissioners have instructions that the vacuation must be rapid, and they are making efforts to expedite the movement. If the Spanish Transatlantic ine cannot furnish steamers enough to arry away all the troops in a short :ime other vessels will be furnished. Spain's plan of in the astern part of the island is not approved by the commissioners. Havana s the most important place and the Americans want control there just as oon as possible. It is likely that the Spanish troops will be allowed to take heir arms and ammunition with them when they return to Spain.
