Wilhelmina Opens Parliament

The Hague, Sept. 20.- Queen Wilhel i mina, accompanied by the queen's mother, opened the states general (parliament of the Netherlands.) In the speech from the throne her majesty dwelt upon the innumerable proofs of patriotism and affection for the dynasty manifested since her aocession to the throne, the recollection of which, she added, can never be effaced from her memory. The queen also sald she had received the czar's disarmament proposal with peculiar sympathy. The queen in her speech also promises the introduction of a number of social measures.
