Third Illinois Leaves Porto Rico.

Washington, Nov. 5. - A dispatch from Ponce, Porto Rico, received yesterday by the war department, announces the sailing from that port Thursday for New York of the Third Illinois on the transport Roumania. The regiment will arrive in New York probably on Thursday next.
