New York, Aug. 14. - A radical change is being made in the appearance of the baggage, mail, and express cars on the Baltimore and Ohio railroad. The platforms and hoods are being removed to increase the element of safety and save weight. The favorite riding place of tramps is also eliminated when the platforms are removed.
