The fanjous " Order No. 40," of Gen. Ilanoock's which the demócrata so delight in quoting, was a direct blow to all the good efforts he had previously expended in fighting for the union; and was so received by the rebels at that time. How vastly different and botter was the laneuage of" Gen. James A. Garfield, in an address to the people of eastcrn Kentuoky, on the 16th of January, 1S62, while he was yet a colonel. To theni he said : " I have come amons you to restore the honor oí the union anti to bring back the old biinner which you once loved, but which, by thi machinatlons of evil men, and by mutual niisuudcrstanding, has been diïjionored amone you. To thosc who are in arms against tho federal frovernmcnt I oflcr only tlie alternativa of battle or unconditional surrender. But to thosc who liave taken no part in this war, wlio are in 110 way akling or ubctting tlie enemlei ot the union - evento those who liold seutiments averse to the union, but will prive no aid and comfort to ts onemic-, I offer the full protection of the governnient, botb tlicir persons and property. Let those who have been seduced away from tho love of tlicir country to follow aftcr and aid the destroyers of our eace lay down tlieir arms, retuin totheir luimes, bear truc allegianoe to the federal corerument, and thcy shall alwaysenjoy likc protection. The nrmy of tho union wtgBê no war of plunder, but comes to brini; back the prosperity of pcace. Let all peace-loving citizens wlio have lied from tlicir return and resume again the pursnits of peucc and industry. If citi.ens Uityc guflered from any outrages by the soldiers ander ray cotBtoand, I invite them to makc known Ihcir pomplaints to me, and thcir WTMgt shall bc redressed, and the oflcndei-g punished. I ixpectthe friends nf the union in Uii.t valley to banWl from amoup; thcin all private fends, and letaliberai love of country direct their oondoot toward thosc wlio have been so sadly cstravt'il and misguided, hoping that these days of turbiilciicc muy soon bc eniled and the days of the republicsoon return. J. A. ÜAItKIKI.n, Colonel oommanding brigade." "My umbrclla is getting dccidedly shabby," said a young man about town one evoning last week.
