The cry of the " independents " has been for "reform in the civil service" of the country, and they supported ( leveland on that plea. And now that Mr. Cleveland has been elected what is the prospect for ciyil service reform ? The demoocratie journals took up the cry and howled and re-howled at the republicans ntil they were red in the face, that the civil service must be retormed, but tyiey have now changed their tune. This is the position at present: The New York World says, " To the Vlctors Belong the Spoils." The Boston Post says, "To the Victors Belong the Spoils." The Louisville Courier-Journal says, " To the Victors Belong the Spoils.' The Cluelnuati Enquirer says, "To the Victors Belong the Spoils." Tlie Chicago Times says, "To the Victors Belong tüe spoils." The Cleveland Plalndealer says, " To the Victors Beloug the Spoils." The Detroit Free Press says, " To the Vlctor Belong the Spoils." The Flint Democrat savs, "To the Victors Belong the Spoils." The Lansing Journal says, "To the Victors Belong the Spoils." The Adrián Press says, " To the Victors Belong the Spoils." The Anu Arbor Deinocntt says, "To the Victors Belong the Spoils." The Ypsllantt Seulinel says, "To the Victors Belong the Spoils." The Caro Jeffersonlan says, " To the Victors Belong the Spoils." The Pontlac Bill Poster says, "To the Victors Belong the Spotls." The Grand Rapids Democrat says, " To the v lctors Belong the Spoils," and so on to the very last one of them. They have suddenly been converted to the spoils system, or else their before election profes8ions were not sincere - a thing that could not be- certainly not (?). "A clean sweep" is what is demanded now. No matter how faithful, how conscientious, how excellent an official may be, if he has been guilty of an appointment by a república superior, his head must go in the basket. Civil service, be lianged.
