Blaine, a few years since, to divide the surplus of revenue to the general government among the various states of the union ; and which proposition provoked such a world of criticism or approval. It will also be remembered that Senator Blair, of New Hampshire, iu lus famous "educatlonal bill," proposed the distribution of the surplus revenue nmong the states, to be devoted to educational purposes. A proposition that ought to be conaidered well. The author has compilcd a volume requiriog much labor, aud which will be very valuable to politlcians especially, and the business man generally.
