Tlic country ncwspapcr is an indispensiblo agent of civilization; it fosters public spirit in local matters, expo9eseorruption or extrayagance in county or municipal affaire, is the most efficiënt watclier of the doingsof the congressman for the district, is Invaluable to a statesman or an editor of a metropolitnn Journal as an index to the under-current of political feeltng, and, above all, is an absolute necessity to the progresa of its neighborIiood. In fact, the mensure of the prosperitj' of a district can be accur.itely determined by the matter and appearanceof its newspapers. Where there is little lociil advertiaing, scanty local news, and no public interest in local politics thcre is but little public spirit. The gentlemen eng:ged in the management of country newspapers are now, for the most part, men of culture and ability; from nnrthern Indiana Colfax graduated into jour nali-m and slatesmanship. Mr. Blaine is rt gradúate of a country press. President Angelí of the Univeraity of Micliiijran, was formerly an editor down in New England.
