Prince Bismark to the Reichstap. May 14, 1882:- The success of the United StHtes in material development is the most illustrious of modern time. The American natiou liaa not only suecessfully borne and suppressed the most Kigantic and expensive war of all history, but immedtately nfterwards digbanded its army, found employment for all lts soldiere and marinera, paid off most of its debt, given labor and homes to all the unemployed of Europe as fust as they could arrive wiihin lts territoir, and stil) by a pystem of taxation so indirect as not to be perceived, ïnuch less feit. Because it is my delibérate judmient that the prosperity of America is niainly dlM to its system of protertive luw?, 1 urge that Germany has now reached that poiot whcre it Is necessary to imítate the tarill' system of the United States. The best way to deal with the surplus revenue is to repeal the old war taxes on liquors and tobáceo, and let each state deal with it as it desire?, either to try prohibition or to lessen other direct taxation by increasinj that. The present tax is a burilen to the poor, t source of corruption to our legislators and a menance aR a surplus to our business interests. It wlll lessen the ariny of Federal officials used by the party in power and it will lessen tiixes in States desirous of availlng themselves of the opjiortunity. We do not want a war tax in times of peact', pro8perity and a surplus. It is quite generally understood that Mr. Osiniin will not accept a renomination as Secretary of State. Urine a poor man dependent upon his salaiy, he says he can not afl'ord to serve another term. In this event the name of Col. O. A. Jiiynes, of Hillsdiile, will be presented for the nomination. A more popular or competent man for the position it would be hard to lind in Michigan. He was a brilliant soldier and has made au honored and respected civilian, doing well wliatever he has been called upon to do.
