Michigan is a represemauve nonnern stilte. South Carolina is arepresentative southern átate. Michigan elects eleven congressmen. South Carolina elects seven. Both stntee elected congressmen in 1886. ín Michigan it took on an average 34,056 votes to elect a congressman. In South Carolina an average of f,566 votes accomplished a like result. Why thls dlfference? Because, the republican vote of South Ciirolina is suppressed. It ia the same oíd spirit of aristocracy that has alwuys dominated the south, and which to-dny is gradually shaping the policy of this nation.
