We publish this document, to-day, aj length, not being able to fïnd any part which might be curtaüed. This contro■versy between Ne w York and Virginia is grcatly helping the anti-slavery cause.- The documents connccted with it have had a wide circulalion ihrough the great mass of community in that Slate, and they have thereby beeri able to examine how far they are required by the Constitution and laws to aid in upholding theslavesys tem. As the result of thi& examination, during the present session, a committeeof the Legislature in their report have taken tho position that slavery is exclusively a local institution, obligatory on!y in tiiose States where it is established by law, and that the other States are not of necesaity legally aíTected by itany more than by the exislcnce of it in any foreign country, except that they are bound by the Constitution to deliver up fugitivos from service or labor, escaping from other States: and that beyond this, they are not bound ta recognize it to any extent, or in any manner. It wilt be seen that Governor Sewards present letter assumes, substantially,. the same ground. The spirit of this production is just what it should be - dignifled. dispassionate, respectfirl, and yet perfectly inflexible. Il appears that Governor Seward 3 sustained in the course he has laken or this sulject by the greater part of the newspapers in the State, and a large majority of the pcople.
