Abolition Of Capitol Punishment
A report has been presented to the Legisn lature oà New York, proposing to aboÃish CapÃtol punishment, and substituling tmprisonment Cor Ufo and soiitude and at Jabor; and also to take away from the Governor lhe power to grant a pardon for treason, murder, or arson in the first degree. No law shall be passed in uny of the said cases, to pardon and mitÃgate tho sentence of any prisoner convicted of the crimes just mentioned, within twenty vears from the date of such conviction, and then such a law must have the concurrence of two-thirds of all the memberF of each branch of the Legislature. The report is yet to be acted upon.
