The state of actual hostililies of Virginia and South Carolina against New York has commenced. The Acts to prevent citizena of New York from carrying on naVigation and commerce with those States under the Constitution and lawa o the Union, went into effect on the Jst of May. - The Goternor of South Carolina has appointec Wiüiam Henry Hayne, Eaq., to be Inspector fo the port of Charleston, to see to the full execu tion of the law. The provisions ofboth Statute are alike, and they enact that no vessel, ownei by a citizen or a resident of New York, or bounc for any port in New York, unless commandet and navigated by persons actuallv resident in th State (of Va. or S. C) shall depart from any por in the State un:il after inspcction. tu sec that n Elave or fugitive from justice is concealed on board. And every vessel owned in whole o part, or commanded or navigated as above, arri ving from any place whatever, is to be immedi ately taken into custody of the Inspector, anc kept at the expense of the captain, until bond are given to pay for all slaves that may be car ried away. All pilota prohibited from piloting any vessel out o: port until they have first seen the certifícate of the inspector, and a gteat re ward ia offered to any pdot who ahall detect a Tunaway slave, or detain a veasel gcing off with out a cenificate. Heavy penalties are imposec -on any captaia in whose veseel a fugitive from justice or runaway slave shall be found. For al expenses and forfeitures th vessel is liable, and may be detained or sold for payment. The burden ol proof in all cases is ihrown upon the per Bon ctaiming to be not a citizen or resident ot New York. Foreign vessels are exempted from the act.
