The Journal, wo'believe, is the first paper in the State of either party that has taken tliat ground. It says: "It seems probable tliat all political distinctions foundcd on color wil! be abolished in Rhode Island. lt is a disgracc to our own constitution that a distinction is made in the oolor our votere. Nothing strikes tho inind as more ab surd than tliat those who are amenable to the lavvs and contributo to the support of the government, 6hould be excluded from all participat.ion in making those laws on account of the color f tbeir skin lt is an outrage on the rights of man, and otight to be remedied. We rejoice that the pcoploof Rhode Island take a right and generous view of thia subject. People of color will be permited to vote under their constitutión. They are however: required to own real estáte to the amount of $134, to constitute them legal voters. This qualiibation is wrong, but time will peaceably ciaac it from theconstitulion." lEPGeorge W. The same instrument prohibas emancipation without the consent of the Legislature, and forbids a free colored person to enter the nation without the permission of the Legislature.
