A late speech of the farnous William Cost Johnson, before the planters of St Mary's, Maryland, in favor of his wonder ful schenie of assumption of the debts of the insolvent States by the General Government, disclosesthe sadcondition of Maryland. He said that from the best data he could obtain, the depreciation of value of real property in Maryland, within four years, was not less than sixty-iive millions. - The debt of the State is about fifteen millions, drawing interest $'662,840 per annum. nearly equal to -$100 an hour. . No provisión being now made for the payment of this interest, the debt goes on accumulating. "There are few estates in Maryland that will yield more than three per cent. upon the capital invested." Under these circumstances, he recommends to the State to dcmand of Congress that relief which the public lands, he thinks, will aflbrd. He proposes to act upon the true slave-holders' principie, that Congress can be controlled by ontward pressure more than by the voice of reason, and therefore can be drivcn to this measure by the insolence of slave-holders, if they are only
