Washington, Nov. 25. In the opinión of tho Attorney General, callad tbr by President Buclianan on the questions of law arising out of apprehended difliculties b-tweon the Nortli and South, Judge Blank not only discusses the important question of the constitutlonal right of i State to sceede, but sev eral other questions which aro iuvolved, such as tho collection of revenue, and whether ports of eutry can be ohanged or roinovcd to other points; and in the ovent of the resignation of the Federal officers, the Collectors, Judges, Marshals, District Attorneys, &c, and il' no one in tho State or States eonuld be found Trilling to accept the positions, what policy should bc adopted, or whether the conslitution makos any provisión in such an emorgency. In fact, all the qnestion whiili may arise in all tlieir various aspeets are uudcrstood to be touched upon He holds, it is said, in the fiisl instance; that a State has not tho constitutional riglit to seeede. If such is the opinión of the law officcr of the govornment it will have great weight and iufluence with tho peoplo of tho South. . Intelligencü has been receivcd hero to the effect that the Senators anJ llepresentatives of Mississippi and Alabaina have declared thcniselrM in favor of secission. The Georgia delegation have also it is said, taken the same position. Steps have already beon taken to have a meeting of ill tlie southern Senators and Representa tires innnediately after the conveiiingof Congrcss, with n, view of oonferring fogetlicr. It is said that all the members from South that. are herc will be invited Senators Ilun er and Masón, of Virginia; Pearee, of Marylaud; Boyard and Saulíbury, of Delaware, and Green and Pulk, of Missouri, favor this move. A leading citizen of Charleston, writing to a functionary of thc government, says the adininistration, or rather the cour.se President Buobanat) will pursue or indícate in bis message, will havo great ínfiuence with South arolina. After that State passes her ordinanee of secetsion, some of the incumbents will refuse to per form thoir official fuuctions, whether the President accepts thcir resignation or not. Mr Slidell has sent word here that he will not attcüd the Senate thissession,unless the Presidi'ut should disire his vote on souie special occasion. Mr. Breckinridge is expected horo this week, and will have full opportunity of uuderstanding tho Pr(?sideut's poliey in his message and of deciciding whether he will sustaiu it.
