Washington reports,say.-f, that on the 24th inst. Senator Toombs telegraphed the following address to bis constituents in Georgia : "I cune here to secure your constitutionul riglita and to demónstrate to you that you can get no guarantea of your rights from your Northern oonfederatea. i'Ue wbole subject was reterred to a coinraittee of thirteen in the Ben I was appoir.ted on the coramittee, and accepted the trust. I ubmitted propositions wbicb, so far from reoeiving decided support rom a single meinber of the itupubliuan part of thecoinmittee, (vere all treated with derision and contempt. A voto was then taken in the cornmittee on amondments to the Oonfitituuon proponed by Hon J. J. Criltondun, and each and all of them were voted against Lnanirnously by the black Republican ineinbera of the coinmittee. In addition to these i'aets a majority of black Republioan niemberi oi the committee declarod distinutly they had no guarantau to offer, uliioh waa silently acquiedced in by the other membcrs. 'The black Repnblican committeemen of this ooinaittee are representativa men of the party and oetion, and to the extent of my iafbrmation, truly represent them. Tho Comraittee of 33 on Friday adjouroed lor a week, without coming1 to any vote, after solemnly pledging themselves to vote on a!l the propuriiitions then buiore them on that day It is controlled by tho black iicpublicans, your enernies, who only seek to amuse Jyou with delusivo hope until your eleetion, that you may dot'eat.the iriends of socession. If you are deceived by them it shall not be by my fault. I have put the tost fairly and frankly. It is decisive against you. Novv, I teil you upon the fafth of a truu man, that all further looking to the North for seeurity for your oonstitutional rights in tho Union ought to be instantly abandoned. It is fraughl with nolhing but ruin to yourselves and your poiterity. "Secession by the 4th day of March next should be thundored fi-om the ballot-box by the unanitnous voice ot (Ji-irgii on the 2d day oi January next. Such a voice wil! be your best I guaranteefor liberty, security, tranquility and glory. (Signed") B. Tombí."
