LockwOod and Atwoo, the minority of the Committee, dissent froin the views, argumenta and conelu sions of tho maj riiy, and havo reported at length Tlioy examine tho d;eisions of United States and States Courts, on casus in point, and which must bo regrtrded as authority, and ooDoluding tlmt tho laws in question aonflict v.iih the Constüution and laws of tho öttitod State, ttiey reoommctid theirrepcai.
