P, M Arny publishes to-day a petitioB from tlio Territorial Logislaturc of Kansas to Loislatures novv in sv : setting forth that the suffering pcoplc of Kansas, gratefully acknimledéing the liberality of the people n furnishing food ana clothing for tbe destitute, ask from the Legislatures appropriations for the purpoto of L'liying one hundred tbousand i bushels of spring wheat and a Bufficiency ofeorn in time fur spring-planting. He j says: "I have just rcturned frota Kansas, aad have with me statistics taken . from reports of township comiíittees wbo haveapplied for relief at Atchison, which two hundred and twenty-two townflhips with forty savea thousand destitute prsoQS. In my trip of ten days into the interior of Kansas I found over sevnnty toamsters with frozeu feet or hands, sever:ü ofwhom, it is feared, will lose their ' foet. Tho teams wero reduced to skin and bonos, and were too weak for long journoys souïh and west; and, unleis legin'iaiivo aid in furnished, hundreds wül ycrisíi fer ttmí 'f food."
