The President clect arrived at Columbus, Oliio, yesterday aftemoon, and addressed the rnembers of the Legislature in a short speech, in whieh lic fcrcibly defended liis courso iu refusing to commit himself positively in regard to bis policy befcre he was cnabled, by a survey of the whole field, to fully decide upon his future action.
