Montgomery Mareh 4. The Southern Congress ro-assembled Ao-day. ïhe flag for the Confedérate States was unaniinously determined upon. The design originated with the committee haring the matter in charge, and was not taken frotn any of the modela proBented. The flag was hoisted over the Capítol at 4 this P. M. Mr. Mallory has been confirmed Secratary of the Navy. The Congress is in secret gession toDight. New Orleans, March 5. Gen. Twiggs was enthusiastically received here this evening. A salute was fired and he was escorted to his residence by the military, members of the convention, &o. Immense orowds lined the Btreets through which the procession passed. The revenue cutter Dodge was seized by the authorities of Texas in Galveston Bay on the '2d inst. The offiuer in cominand resigned and teudered lus services to the Governor. The commaudingofficer at Fort Brown, .contrary to the order of Gen. Twiggs, is prepHring for defensivo operations. Stute troops are concentratiug iu the neighborhood, prepariug for an attack. Fort Cooper has surrendered to the State. Charleston, March 4. A dispatch from the ISecretury of the Treasury of the Southern Oonfederacy Bays: The exclusiou of foreigners froin the coasting trade and all discriminatiug dutics are abolished.
