-The follovvin" fonn of protest, ombracing a nove) ', constitutionul" point, has heen prepared by a firm doing an extensivo mporting business ín tfie city of Boston, and is siibmitted by them in connection with all their p:iymcnts of eustoms : " We heruby protest against the payment of dutjes on any amoantexcfeeding tho net cost of tho merchnndise (liere followg desciiption of mefübaodise irnported in tho Bteamship África), nitor oxcludiiig all commissions, oharges lor ehlpping and othöféxpénsès, ncluding cost of packagus and i plan d carrïage, bulicving n(t payment is not 10qnired bv :iv and illegaüy exactetl. " Tho consiitution próvidos that all duties, impoitfi, and, excises SÜall be uniform throughout the United States ; also, that no preferonce ah-M be givon by any regnlations of commerce or revenuo to ports of one State over tho?e ol another; nel, as goodw aro entored at southern ports under a different tariff and regulations from thoso n torce ;it this port, vo protest agaioat the pnytnent of duties on thia entry."
