TO XHB PEOPI,E OF MAKYLAKD. The unfortunate stato oí aiïaira now existing in the eouotry has greatly oxcitod the people of Maryland. Id consequente of our peculiar position, it is not to bo expeeted tlmt tbe people of tho State c:m unanitnoiisly agrec upon tho best mode of preserving tho integrity of the State, and of maiotaining vvitliin her limits that peaco so earnestly desired by good oitizens. Tho ernorgency is great. The consequence of a rash step will bo feariul. It is the imperativo duty oí evcry tnio son of Maryland to do all that he can to arrest the threatened evil. I thoreforo counsel tho peoplo, in all earnestness, to willihold their hands lrom whatevor may tend to precipítate us ioto the gulf of discord and ruin gaping to reeeive us. I counsel the peoplo to abstain from all heuted controversy upon tho subject, to avoid all Uiings that tend to crimination and reenrnination, to believe that the origin of our evil day may well be forgottcn now by every patriot in tho euroest dsire to avert hom us its fruit. All power vcsted in tho .Governor of the Stato will bo strenously eserted to preservo the peace and maintain inviolate tho the honor and the integrity of Marvland. I cali upon the people to obey the laws, and to aid the constituted authorities in their endeavors to preserve the fair famcof our State untarnished. I assure the people that no troops will be sent from Maryland, unlcss it may bu for the defensu of the national capita!. It is my intention in the future, as it has beon my endeavor in the past, to preserve tho people of Maryland from civil war; and I invoko the assistance of cvery truo and loyal citizen to aid me to this end. The peoplo of this State will in a short time have an opportunity allorded them, in a special election for metnbers of the Conïress oí the United States, to express their devotion to the Union, or their desire to see it broken up.
