I heartly concur io the de ter mi nat ion of the Governor to preserve the peaoe and tnaintaio iaviolate the honor and integrity of Maryland, as set fortli in the above proclamation, and will earnestly co-operate with his effort to muintuiti peace in the ei. y of Bultimore. And I caanot withhold my expression of satisfaction at his ressolutioo Ibat no troops shall bo sent from Maryland to the soil of any other State.' The great questions at issue must, in last resort, bo settled by the peoplo of the city and State for thomselves at the ballot-box, and an opportuniiy for a free expression ot their opioiona will speedily be a fiord ed at the approaohing Congyessional election. If the couDsela of the Governor shall be heeded, we may rest secure ir. the confidence that the storm of civil war wbiofa now threatens the country will at least pass over our beloved Statu and leavo it imhanned ; but if they sball be diaregarded, a fearful and fratricidal strifü may at once borst forth in our midst.
