Tho Baltimore American of Tuesday says : Tho Proclamation of Lincoln calling for troopa, was au inevitable result of the fali ot Sumpter - nay, ït was növitable aiter tho first shot tliat was aimed at itts walls. No sane man, whatever his party, could espect the Government to bubmit quietly to the defeat, and to J wait for tho rejóicing over tho viotory to subsido in the Confedérate States. - ' Seeondly : Peaco is not possible so lohg as the soceded States talk oí' their "flag floating from tho dome of the National Capitol." This is a threat, not to tho Republican party, but to the ualion - t'o Virginia and Nortb Caroliüa, still in the Unioo, tnrough whose territory tho Southern invading army must paos-: and to Muryland, upou whose soil the Capítol stands. Whatever sympathieê these States may havo vvith their erring countryiuen, thoy are still a portion oí the Union, and afejust as mueh bonnd to proteot the national flag and to hold possessioQ of the National Capitol as if they were on tho other side oí the lino.
