Gov. Deimison has just issued the fulloting appeal to tho poople of Obio : Executive Department. f Coluinlius, Hay 13, 18bl $ The gallant defenders oí tho Constitution aiid the Uuiou in St Louis havo raiscd over four regiments of volunteers in response to the cali of the President of the United Statts for aid to suppross rebcllion and enforce the laws. The Governor and authorities of Missouri refuse all aid to the noble raen. In their neoessities they appeal to the friends of the Uniou in the loyal States for means to sustain them till thu General Government eau come to their aid. l append their appeal, and ask for it the j earnest cousideratiou of the people of Ohio. Not an hour should be lost. On the receipt of this paper I seut a message to thu Legislatura, uking that $30,000 of the military fund of Ohio be applied to i tlieir immediate relief. I did this, bc[ lieving that too much importance could not be attachcd to the holding of St. i Louis by the friends of the Union, and ; regret that constitutional authority for . the appropriation could not be found by tho Legislature. Tho remcdy is thus loft to the people. At all cost and sacrifice our friends in St. Louis raust be sustaincd. They hold the key to tho Great West. With St. Louis in the flrin grasp of our Government, the traitors who scek to betray Missouri into the hands jf the Southern Oonfederacy caunot pre vail.
