An Act to confiscarte propeit; uFcd ior iusuiTCCtionary pnjfj Be it enacted hy the Señale and House of JlepreseiUatitcs of the United States of America in Congress assembled, That i f, during the present or any futuro insurrection against the govcrnmcnt of the United States aflar the President of theUnited States shall have doelarcd, by proclamation, t.hut the lawsof the Uuited Stsies ; are opposed and the oxeoution thereof ï strucled, by oombiuations too powerful to be supprossod by tho erdinary coursu of; judicial prooeedings, or by tho power ve&ted in Marshals by law, any purson or person, his, her or their agent, attorney or employee, shall purohase or acquire, sell or give, any property of whatsoever kind or desoription, with intent to use or employ the same, or suiíor the same to be used or cniploycd, in aiding, abctting or promoting snch insurrection or resistaneo to tho laws, or any person or persons engaged therein ; or if any person or persons, beiug the owuor or owners of any such pioperty, shall knowingly use or employ or consent to tbo use or employinent of the same as aforesaid, all sueh properly is hereby declared to be lawfttl subject of prizo and capturo wlierever iound ; and it shall be tho duty of tho Presidout of tho United States to cause tho samé to be seizod confiscated and condemned. Sec. 2, And Ie it further enacted, That such prizes and capture shall be condemned in the District or Circuit Court of tlio Uuited States haviiig jarUdicttoa of tliu amouot, or in admirality i;i nny district in vvhioli ■ nuy bo tukeu and pro ' itutcj. Sec. o. Andle il farlhcr That the Attorncy General or any District Attorncy of the Uuited States in whiuh said propertj inay at the limo be, niay instituto the proceedings of condetnnation and in such caso they shall be whollyf'or the benefit of the United Statos ; or any person inay filo an information with sueh Attorney, in which case the proceodiugs sliull bo for iho uwe of such iuformer and the United States in equal parts. Sec. 4.
