The following ie a copy of the very important order issued by the Kecretaiy of War before hc left St. Louis, nd alter he had visited Gco. Fremont at Tipton : "St. Louis, Ho, Oct. 14, 1861. ''General: The Betretary i' War directs me to communicate the followitig as liis nttructions lor your government : "In view of the heavy sums due, espetially ín the QuarterniHSter's Do partment in this city, amounting to fionie $4,500.000, it is important that the money which may now bo in the bands of the disbursing officera, or bo rejpeivtd by them, bo ftpplied to ;he expenso.-i of your nrmy in Missouri, iiüd these debts to retnain unpaid muil thcy out) bo propeily examined und sent to Washington tbr settlement; llie dibuiinr i fficers of the army to disbi-rsü tlicfunds, uod not tríwfifer :h m to irrepontib'e agenta - in other won i , thoee uho do not hold commis.-ioi a irom the President, and are not under lmm.
