Dec. 16. - The principal subject o discussion in the Senate, was the resol u tionof Mr. Johnson, Whig Senator froi Louisiana, in regard !o shortening theperiod of naturalizaron, &c. After consic erable debate in which Messrs. Merrick Rives, Allen. Dickinson, and Foster par ticijmted and took ground ngainst the pro posed chnnge, the resolution, which in structed the judiciory committee to in quire into the expediency of shortenin the period of probationary residence by foreigners, befare acquiring the rights o citizenship, was adopted. In the House, Dr. Duncnn's bill to es tablish a uniform time for choosing elect orsol President and Vice President wa unanimously passed. Dr. D. then intro duced a bilí providing for extending the lavvs of the United States over the Terri tory of Oregon, which was referreel tothe committee on Territories. Mr. Welle ntroduced a bill to extend the right o suflVnge to Washington city. Modijication of the Tariff.- The Sec retary of the Treasury has made his an nual report to Congress. He estimates that the present tariff will, for several years to come, raise a large surplus revenue beyond the wants of the government. He therefore recommends that the duties be reduced; and that all imported articles be subject to dut}', exceptingsuch as shnll be imported for the use of the United States, for literary institutions, wearing apparel, tools and implements of a mechanical trade, professional Instruments and books; such wearing apparel, tools & mplementsofmechanical trade, instruments and books of a professional callmg, being brought along with such person arriving in the United States, and bringing such not for sale or merchandise, but for the especial use of himself, herself, or his
