St. Louis, Januarj 26. The following special order will be issued iu the moniipg. Hcadquurters Department of Mo. "ïhe Preeídont, Secretary, Librarían Directora, or other oiSoers of the Mercautile Associution, Preideu, Secrejary, Directors and other officers of the (juu 1 ber or Chambers of Commercc of tliis city, aro requested to take the oath of allegianca prescribed by Article Six, State Ordinanco of October lOtli, 1861. Acy of the above officer9 who sliall uegloct to file in the office of the Provost Marshal wilhin ten days of tbc date of tliis order, tbe oath só subscribed will bc deemed to have resigned, and who, after so neglecting to file bis oath of allugianee within the time prescribed shall attemptto exercise the fuiictions of sueh an office, will be arrested for contempt of .this order and punished aecording to the lawsof' war. Seeond. It is officially reported that carriages, oearing the eneiny's flag, are in the habit of driving to tlie vicitiity of the military prison in MeDowell's College. The Commanding officer of the prison guanl will seize and take possessioa of any carriage bearing the euemy's flag, and the horses, carriage, and lurness to bo coufiscatcd. Third. It is officially reported that eertain womeöJPre in the habit of approaching the vicinity of the the military prison, and waving hostile flags for the purpose of irritating our troops and carrying on commuiiication with prisoners of war. Tlie commanding officer of the prinon guard will arrest and place iu eoufinement all woraen so offending. Fourth. Any carriage or other vehiele bearing a hostile üag in the city will be seized and confiscated. The city police and patrol guards are direetod to arrest persons in vehicles undur such flags, also pereons wcaring or diaplaying a hostile flag iu the city. By commapij of Mnjür-Gcneral Ealleok, N.
