The Boston Daily Adcertiser has thefollowing notice of Col. Bissell : Tlie offioor to whora Gen. Pope's greut victory is most largely due, is Col. Josiah W. Bissell, known for want ot a better titlo as a Colonel of Engineers. He is a gentlemen well known in Nev Englaud, New York and the West, and distinguislied for just the versatility of ability which is tviuinphant here. We have heard it said that if he had been bidden to take a railroad traiu over the bayous behind " No. 10" in twonty days, he would have entered on the task with the sanio alacrity and confidence as thatwith wlik-h he went through them with tho transport steamera in the same time. He is the eldest son of Mr. Josiah Bissoll, aa early scttler of llochestcr, whithor he removed from Pittsüeld in this State.
