Tbo íollowing proclaination has been issucd by tlie rebel leader ia commaud in East Tennessoe : TO THK D1SAFIÍECTED PEOPLE OF EAST TENNESSEE The undersigned, in executing martial law in th is departraent assures, those interested who havo ilod to the enemy'a lines, and who are actually in thuir army, that he will weleomo tiicir return to liieir homes and families; they are offered amnesty and protoóuon if they come to lay down their arms and act as loyal oitizens within the thirty daysgiven them by Mojor General E. Kirby Sinith to do eo. At the end of that time, those lailing to return to their homes and accept the amnesty tiius oflbred, and providé f'or and protect their uives and ohildren in East Tennessee, will have them sent to their care in Kentucky, or beyond the Confedérate States line at their own expensa.
