The island, he says, has been checked iu í rogress for want of manual labor, acd lie invites the United States to enter into a cenventioa whereby the contemplated niigration may, be placed undcr the protection and guarantee of the two governments. OJovernor of the Dauish West Indien bas also appointed a special agent who has arrived in this country, to make the necessary arrangeuients. Frce transportation ia offored to all who will engage in labor on the sugar plantations for three years, at the same compensation as is given to the nativo populatiou. ltecaptured Africana, however, being semisavages, must undergo approuticcsliip. " Öecretary Saward replying, says that he is not authorized to accept the proposition at this time for a convention, as the disposition of recaptured Africans is in faot prescribed by law. It is possible, however, that (Jongress may be disposed so to mjdify the existing legislation upon the subject as to meet the wishes of the Danish Government.
