The People. of the Stale of Michigan enaet, That section four of an act to provule for the establishment of school district libraries, approved February 15, 1859, be amouded to read &A f'uilowd : Sbctioh 4. It sliaü bo the duty1 of the State Board of Education to inake a list of books which aro unseetarian in character and suitable for disttict or township libraries, wfaieb list they may fioui time to timo revise aud ameud ; to advert8e for proposals for furnishing thö lamo, uid to coDtract with the lowest responsible bidder to furuih books to the districts or townships ordering them m saitable binding and at, suitable prices said contract to be made biunnialiy, and tbe advertiseme:its for proposals to be made ia at least two papers of the largest oirculalion iu the State, for one month bef'ore making the contract. l'revious to the tirat,, day of January in each year, the Superintendent of Public Iustruction shall seud to each district haring & towuahip líbrary, a listof the books contrauted for, with tha pricea of the same, from which list the jDiatrict Boards or township Board of School Inspectora sh;ill- uuless a differeut order shall have boen made at the nuual townshij) or district uieetiDg - annually or oftener select and purchaso baoks for the district ortuwnship libraies to the full amout of library moneys iu their hands.
