New York, April 8. The Post learns that on the 4th Gen. Foster was at Little Washington with a brigade, a regiment of Nortii Carolina troops aad somo other troops virtually surrounded by the rebels, who have erected batteries on Tar Rivcr, between iiewbern and Little Washington. The naval force of wooden guuboats are unable to pass. It is undorstood that a battle has taken plaec between Fosler and the rebels but nothing dcfinite is known. Heavy firing has been hoard, lasting from Wednesday night to Friday night, evideutly from rebel batteries. Foster's nieans of defenoe are deemed ampie, having a fort and entrenchment, with sufficent ammunition and provisions. Large reinforcemeuts are in transporta below the batteries but are unable to reaoh Foster for want of somo naval foree competent to takethem. It was reported that Foster had sent to fort Monroe some time since for naval reiuforcemeuts. It was expected troops would come from Sufïolk.
