I have received from a friend iatimately connected withthe Frenuh eourt information to the effect that seventythree of the leading men oí' tbo .-.ou.h, including Jeff. Davis, the members oí' his Cabinet, inany Senators, and Geaerais Toombs and Wi-e, have sent aletter to the Emperor, urging ou him a epeedy lecognition oí the south. Tho missive ia dated November 2 18G2,and offers the íollowing iuduouineutd to Napoleon : Int. That it was the intention of the leaders of the South (which iutaution, however, was to be kept secret natil the war was over), so soon as their independence was declared, to establish a nobility in the tiuulh before their army was disbunded. That the poor whites or non-slaveowners who would help them fight and conquer their indeendence, so soon as a nobilty is estub lished and they are left free to act, wil] emigrate North and will leave ouly the noblo and his slave, eoustituting the firmpst nobility, beoause the peasant will be property of the noble, while the linu of' deniarcation between them will be that of color and race. That ther ability so to establihh a nobility cannot be doubtlul, when it is vvell known th..t the leaders of the South had forced this war and eetablished the present Confederaey in oppouition to a majority of eveiy Siate. 2d. That it is the duty of Prance, as f other monarchies, to encourage nobility and discourage damocracy. 3d That in accordance with the above intentien they (these seventyÜiree) designed to secure (or had eoured, I forgot whic.h,) a remodeling of thoir conscript luw, so as to exempt and preserve for their future Oonlederacy as many slave owners or future nobles as possible.
