Jefferson Citj, Mo., June 15. The Stato Convention met and organized to-day. Gov. Gamble sec.t in a long message, rehearsing bis views on gradual emaneipation, rcviewing the condition of State, and previous acts of the Conveution, expressiiig an opinión that the State .aad eurolled militia are adequate to preserve peaee within our borders, treatiog of State aflairs generally, and concluding with tenderiug his resiguation as gProviiional Governor, to take effect on tbat day. In the session of the Convention Mr. Drake, of rft. Louis, offered the following, ivhicb was laid over til] to-.rnorrow : Bttoked, That it is expedient that an irdioance be passed by this Gonvention, providing for the emaneipation of all laves in the State of Missouri on the lst January nest ; second. fur the perpetual prohibition of slavery in the State after that date : aud third, for a systein of apprenticeship for slaves so eraancipatedt for such period as may be sufficient to avoid any serious inconvenieuce to the interest oonnected witli slave labor, and to prepare the emancipated blaeks for completo freédom ; 4th, for submitting id ordinanee to a vote of the people on íhe first Monday in next August. Mr. Breckinridge of St. Louis, introduced an act providing for the emaucipation of all slaves after the lst of July, nd to apprentiee their minor childreu Wtil 1876. A diseussion cnsucd ns to whether Vint Marcindupe, member f rom Saline county, should take his seat in the Con cntion, he being under nrvest for disíoyalty aud now on paroio in the city of Louis; pending whicb the Convention idjourned.
