The now postage law whioh went into effect on the lst instant, made several important changes, whioh should be borne in mind. It ia .is follows : Newspapers - Daily will be thirty cents per quarter: Tri-weekly, fifteen cents per quarter ; Weekly, five cents per quarter. Letters to California, or any State or Territory within the United States, will bo chargcd tho uniform price of three cents. Letters to any of the Executive officers or Departments, or any oiEcer must be prepaid, except efficial communieatious, vvritten by some officer oí a Department, or responsible to it. All Franking by Postmasters is prohibited, except of official business letters to each other or the Department. Drop Letters must hereafter have two penny staaips on them, instead of one, or they cannot be delivered. Registered Letters will be chargcd twenty cents oach, instead of five as heretofore. Unsealed Circulars - three or any less number in one euvelope - two cents, in stead of one, as heretofore, per single copy. Transient Matter, papers and i phlets, not exeeeding four ounces, two cents. Bonnd books four cents for four ounces, and four cents for each additional four outices or less. Box Rent must hereafter bo paid quarterly in advauce. All unpaid, or not full paid, postage on letters, papers, or other matter, must be paid on delivery.
