To the Feople of the City of New York : A riotous demonstration in your city originating in opposition to the conscription of soldiers for tbe military service of the United States, has swelled into vast proportions, dirocting ltsfury against the property and Hves of peaceful citizens. I know tbat many of those who nave participatcd in theso proocedings would not havo allowed themselves to be carried to such extremes of violence aud of wrong except under an apprebonsion of injustice ; but sucb persons are reminded that the ouly opposition to the conscription whicb can bu allowed is an appeal to the courts. Tbe right of every citizen to make sueh an appeal will be maintained, and the decisión of tho courts must be respected and obeyed by rulers and peoplo alike. No other course is consistent with tbe maintenance of the laws, tbe peaco and order of the city and the safety of its inhabitants, Riotous proccedings must and shall bo put down. The laws of the State of New York uiust be enforcod, its peace and order maintained, aud the lives and property of all its eitizens protected at any and every hazard. The rights of every citizen will be propcrly guarded and defended by the Chief Magistratc of the State. I do therefore cali upon all persons ongaged in these riotous proceedings to retire to their homes and employments, declaring to them that unless they do so at once, I shjjll use all the power necessary to restore the peacu and order of the city. I shall also cali upon all well dis posod persons not enrolled for the preservation of order, to puraue tbeir ordiuary avocations. Let all eitizens stand firmly by tne .constituted authorities, sustaining law and order in the city, and ready to auswer any such deinand as circumstances may render necessary for ine to make upon thoir services, and they may r-ely upon a rigid enforeement of the laws of this State against all wbo viólate them.
