The following order of the President is publisbed for the hiformatiou and government of all concerned : Executive Mansion, ) Washingtou,July 30. $ It is the duty of everv government to give protectioii to its oitizens, of whatever class, color or cooditiou, aud especially those who are du!y organized soldiers in the sereiee. The law of nations, and the usages and customs of war, as carried on by civilizod powers, permit no distinction as to color ip the treatment of prisoners of as public enemies, ïo sell or enslave any captured person on account of his color, and forno offense against the laws of war, is a relapse into barbarism, and a crime against the civilization of the age. The government of the United States will give proteetion to all its soldiers, ar.d if the enemy shall kill or enslave any one, becauso of bis color, the offenso shall be punished by retaliation upon the enemy's prisoners in our poisession. It is therefore ordcred for every soldier of the United States, killed in violation of the laws of war, a rebel soldier shall be executed, and for every one cnslaved by the enemy or sold into slaven', a rebel soldier shall be placed at hard labor on the public works and continued at such labor until the other shall be .released and receive the treatment due to a prisouer of war.
