San Francisco, Aug. 11. The State is full of rumors of a contemplated rising of secessionists- eonsequently uneasy feeling iu the public miiid, ün the 6th an afiray occurred at Visalia a small town in Tullare county, between secesh and soldiersstatiotied tíiere. One of the latter was killed and Síveral of the former woundctt. Thirty-gix shots were exchanged. Tullare and adjoining couDties in the southern part of the State, contain numerouasecesionists. At Visalia great excitemeut existed. Union citizens organized a home guard. Others pursued parties who shot the soldiers. The house of a man who shot a soldier was burned down on tho night of the 7th, which exasperated both Unionista and secessionists, . eac-h accusing the other of the deed. General Wright, military commander at San Francisco, telegraphed for all spare arms in the arniory at Visalia to be distribivted among loyal citizens, and dispatched troops of cavalry from Owens River to Visalia. Rumors are current of a secession outbreak in Santa Clara and Salano nnnntipa nnrl south of Bay Vespetelly. Both oouuties havo a large secesh elemeDt. Tlie reports are discredited, bat their ready circulation creates alarm. Gen. Wri"ht telegraphed some days since to Washington for pcrmissioD to imtnediately bagiu new defenoes of San. Francisco, eosting a hundred thouaand dollars, but received po reply. Last nigbt the city Supervisors voted to give the city guaranty of repayjnent to any person who would advance twenty thousand dollars to enable hiin instaatly to comnience proper fortifioations, repayable by the general government.
