A'Tiiy ot tue Fotomac, Aug. 10. The fullowing proclamation has been issued by Gen. Meade : HïADQPAB-TEIiS AüMY OF THE PoTOMAC, ) July 15, 1863. 5 The nutnerous depredationa cominitted by chizeoe, or rebel eoldiers in disguise, harbored and concenled by cirzens along the line of the Urange and Alexandria Railroad and within our unes, cali for prompt and examplarv punishtnent under the inatructions of the governrnent. Therefore, every citizen iigiiine-t whom thero is snfBoiont evidence of his having engagod in these praotiees, wil! be arrested and confined lor piinmhment or sent beyond the unes. The people within ten mi lea of the railroad are notified that they wilt bo held responsible in their persons and property for any injury dono to the road, trains, depots or stations by citizens, guerrillas, or persons in disguise, and in case of such injury, they will be impresaed as laborera to repair all damages. If these measures should not stop snch depredations, t will become the nnpleasant duty of the undersign ed, in the exccution of bis instructions, to 'üreot that the entiro inhabitHnts of the district or country along the railroad be put across the unes, and their property taken for goverDmeDt uso.
