The Board of Supervisors of Wasbtenaw Couaty met in animal session, at the Court House in this City, ou Monday, Öet. 12, 1869, at 11 o'clock, A. Mr. Sheldon moved tbe appointmcat oía commiuee oí LJireo on r nance and that the communica[iou be referred to such committee. Carried, and Messrs. Sheldum,. Ged des, and LeBaron appointed such corami ttee. Also a communication from the Auditor General relativo to rejected taxes. Accepted and referred to appropriate committee. Also a communication from Provost Marshal Barry enclosing the following circular : A. A. Fi'.ovost Office, 1 Detroit, October7th, 1863. j Sub-distriets aro authorized to raise their quota8 of men apportioned under tho draít, and present tliem to the Provost Marshals oí tbair respective distri,cta íor exumination by the Surgeon of the Board ot Enrollment, and if accepted by the Board of Enrollment, tho men wül be enlisted by the Provost Marshals, clothed and sent to the State Depot at Grand Rapids for rnuster and payment of bounties, &c. When there is more tban nne tovvn íq a sub-district each tow'o can raise íts proportion of thñ quota oí the subdistrict and recéive credit for the same. All men so enlisted will be assigned to oíd regiments of their own 6election, and wi'l be entitled to One Hundred Dollars Bounty, Four Dollars Premium, and one tnonth's pay in advance. By a State Law voluoteers for oíd Regimentó also recoive a bounty of Fii'ty Dollars from the Stato. This arrangement is not intended to iuterfcro with the recruiting eetvice for oíd or new Itegiments now in progresa - Volunteers íor which will le credited on the quotas of sub-districts where mustered aad reported - but s authorized as a convenient method for adoption by sub-districts and tovvns to avoid the draft. Mr. Childs from committee to which was referred resolution of Mr. Lay, re ported,recomniending tbe adoption of the folio wing resolution as a substitute: Resolved, Tliat the Board of Supervisors of Waakten aw County raice the sum of 8300 to be psid to each eonscript who may be drafted in this Gounty, and has passed the necessary examination and has been pronounced u fit subject for military duty, and is subject to go into the service of the United States, and that the Treasurer of the Cjunty of Washtenaw is authoi'ized to borrow money on Bond?, with interest not to exceed soven per cent., tin mount sufficient to pny each person thai is draited frora this County and is actually obliged to into the United States service $300 each, one quarter of said amount of Bonus issued to be paid by this County on tho firstof February, 1866, and the same amount of Bonds and interest on the whole amouut on the first day of February in each year theafter until the whole amount is paid. Mr. Childs stated the report was eigned by all the members of the committee, but was not concurred lná by them all. Mr. Thompson moved that the report be accepted. Carried. Mr. LeBaron movod that t be laid on the table. Carried. Mr. Gilbert moved that the report be taken from the table. In support of bis motion, Mr. Giïbert remarked bat if was time the matter was dis)osed of, in order that the several owus and districts might know what o do. Liberal men had paid bounties ong enough, and a tax should now be evied upon the prcporty holders. Motion carried. Mr. Krapf, had signed the report, )ut did not endorse it. He believed n the tpwns taking care of thems elves, nd did not think it right--to tax men who have already sent one, two, or bree sons to the war, and had besidbs aid liberally. Mr. Palmer, for tho purpose of bringng the report properly beiore the ïoard, moved its adoption, Mr. Babbit oppoeed the resolution; ie was in favor of paying a bounty of ;100, but not for raising any commuation money. Mr. M. Gray was opposed to the esolution, or the payment of bounties. 1 Lought it wrong to tax raen already in service iighting ior $13 a month, to jiay large bounties to tho&e dragged out at the last hour. Mr. Krapi and Mr. Gray objected to the resolution on the ground that t paid commatation raoney ÍDstead oí getting substitutos. Mr. Babbit thought the adoption of the resolutions would stop enlistmeots. A bounty should beoffored to prevent the drait, and not to pay men after it. Mr, Thompson opposed the reeolutions in their present shape. He thought to give $300 was to get no men. He would give $100 or $200 to all drafted men or enlisted men. He moved to amend it by striking out $300 and iti" serting $200. Aoc-epted by Mr. Gilbert. Mr. LaBuron moved that the whole subject be made the special order for 2 o'clock thia afternoon. Carried. Adjourped to 2 o'clock, P. M. ATTEltNOON SESSION. Board met at 2 o'clock, P. M., Mr. McColl in the chair. jPreseut a quorum. Tho subject of bounties to drafted men, being special order, was resumed. Mr. Gray offered the following amendment to Mr. Gilbert's Resolved, Tbat the resol ution now pending be changed so to read $150 for each volanteer or conscript, and that no Township or Ward shall be subject to taxation uoless upon voluntary applicatioa frora said fund. Lost. Mr. Babbit moved to atner.d by making the bonda applicable to pay the same bounty- $200- to volunteers as to drafted inen, Lost. Mr. Thompson moved to amend by providing for paying $100 to each volunteer and drafted man. Lost. The question recuriing on s'ibstituting the resolution oí Mr. Gilbert for that of the committee t was carried, yeas 14, nays 9. Yeas.- Ghilds, Cole, Coon, Clark, Geddes, Gilbert, Haire, Jones, Lay, LeBároh, McKoruan, Morris, Palmer, S.heldon. Nays.- Babbrt, Batchelder, Critten. don, Everett, Martin Gray, Krapf, VlcColi, Pierce, Thompson.
