New York, Nov, 23. Tho Washington correspondent of the Post, says au articie said to huvo been iuspired at the War Department, says : "In determining on tho employment of eolored troops, this governtnont bceame bound by the highest moral obligations as well as those appertainiug to tho wellbeing of the service, to givo our soldiers of that description every guarantec that they shonld be protected, cared for, and treated in a!l respecta, like other troops in Berri.ce: Tho i bel authorities as soon as we placed eolored regiments in the field, proclaimed tlieir purpose of luinding over their officers, when captured, to thtir severul States' authorities, to l punished uuder their State laws as eriminals engagoil in ineiting slavo ii:surrections, and selling into slavery our soldiers as tliey miglit perchance iall into their hands. As ftr as this goveninient has been ablo to learn, we apprehend they have rigidly carried out this threut, formally promĂșlgate in a message from the pen of JeflF. Davis It will be rc'collected thus fiir nothing whatever has been aseertaincd of the fato of such ofiicers coniinanding (coJoredj troops as ere captured at Milliken's Bend, Jharlestoi), and Sabino Pass. If alive the rebel uuthorities havo thoin in secret dungeous, uot having even pretended to )riiig them to public trial under their Stato laws, but tho improssion is irresistible that tliey have been murdered, as no traces of thom can bc found. So also s it clcar tliat our colored soldicrs captured by them have sufiered the samo 'ate or been reduced to slavery. 'J'ho latter is the most probable. Tho War Department seems to bo firm on this point. It wilt not consent to a further oxchangc uutil it is made general, ineluding all Union soldicrs who have been captured. The President, I understand agrees with the War Department, and all good men will support than in the position they have taken on the subject."
