And eo no frauds eithcr of military or civil officers aro to bo subjccted to investigation : Whereas, Accusations seriously affeeting the official hitegrit.y of May Gen. Benjamin F. Butler, in tho discharge of his d.uties whjle ia Qommand of New Qrleaus, have beeu publicly made, and Wliereas, Other military officera have been charged with deliuquency, oppressive conduct, aod conuiviug at frauda, and Whereas, It in sta'cd there have been collusiona for m"ilitary frauds iu the military and naval departmeuts. Whereas., liecent disclosures show that in the Custom House of New York, and ! other branches of the Treasury ! ment, the revenue law haa beeu ed, and treasonable aid givea to disuaionists, and, Whereas, It is apparent that goueral demoralization and iucapaoity pervades in the executive branoh of the governmoDt to au extent which calis for the interposition and legislation of Congress; therefore, Resolved, That a committee of uine members be appointed to investigate and ascertain the foundations for these accusations, and for papers to take testimouy, under oath, to tnako rccommendation oí' ueacssary roforms, and to report at any time,
