Sundrycitizens oí ihe State of Arkansas petition me that an election raay be held in that State, at vvhich to elect a Governor ; that it be assumod at that eleoíioo, and thenoefurward, that the Conetituliox) and laws of the State, as before the rebellion, are in fu 11 forcé, o.vcept that the Conatitution ís so modiíied as to declaro that there sliall be neither slavery nor invohintary servitude, exceptin the punishment of crimes, whereof the party shall have been diily convioted ; that the General Assembly may mak e such proviaions for the íreed pcople as shall recngniza and declare their permanent freedoai and próvida for their eduontion and which tnay yet be construed as a temporary arrangement suitable to their present eonditioD as a laboiing, landless, and homeleps class ; that said election shall be íield on tl;e 23th March, 1864, at all the ueua! pWoes of the Stilte or all such as vjjtcrs may attend for lh:it purpo.se ; that the voters áttendlng at each olaee at 8 o'clook in tlie im rn:n of said diy ma}1 chooí e juüjjesand clerks oietaclian W tliut purpose; tbat all perdona quaüficd by said OonstitulioQ and laws, and laking the oath preacribed in the Presiden t's proelamation oí December 8th, 1863, either bofore or at the election, and none others, rnay be voters ; that eacb set of judges and clerks raay make returns airectlv to vou, in or bejoro tbe - day of 'next ; tbat, in all other respects, said election raay be coDducted aocording to 8aid modified Conslitution and lawe; that, on reoeipt of 'said ..returns, when 5,406 votes shall have been cast, you eau recoive said votes, and ascertain all who shall thoreby appenr to have been elected ; that, on the day oí nest, all persons so appearing to have been elected, who shall appear beiore you at Little Rock, and take the oath, tó by you severally administered, to support the CoQstiiution of the Uuited ÍStutes, and said modifiod Constitution of tho State of Arkansas, and be declared by you qualified and empowered, to immediately enter upon the duties of the offices to which they shall havo been respeetively elected. You wi!l please order an elecaon to tako place on the 28th of March, 1864-, and returns to be made in {iif'.ijen days thereafter.
