Sucli paynent, if made any time prior to Februury last, does so exernpt. In Pebruary, the law was ohanged so that the payment of $300 thenceforth exempted only for the imponding draft; whilo since the passage of' the act of this month there is no eommutation whatever. All who are lienccforth draftcd, and are foun'd liable, must serve in person or by substitute.
