Portland, Nov. 22. The steanier Moravian, from Liverpool, Nov. lOtb, arrived this morniDg. The Bank of England redueed its rate to oiglit per cent. The Dauish lower house has adoptcd the trea'y of peaee by a largo majority. New York, Nov. 22. We have the following additional forcign news, by the arrival of the Bteaiuship Moravian at Portland, yesterday : The Brazüian correspondence, relativo to the seizuro of tho pirata Florida, aB pubüfhed in the London Star, denounces the seizure, and hopos Aaierioa will repudíate it, At the banquet of the new Lord Mayor of London, Lord Palmerston made a speech, in whioh, referring to the bloody war in Amerioa, ho said ho trusted the contending parties would soon find it bettor to be reconciled than to figbt, and that these disputes, which have bedewed that continent with blood, will be eettlod by amicabla arrangement between themselvcs. The London Timet1 city article says, advices fro'.u New York, with regard to tho mode in which the Washington Government have received the news of the capture of the Confedérate steamer Florida, are asvaited with the groatest interett by the mercantile, as well as the political world. One rcason for the importance attributed to these advices, conaists in the iuference that if the affair may be palliated or endorsed by the governiuent. It will henceforth entiroly extinguish any power, on tho part of the United States, to assail by privateers, the eommerce of any nation with which they may be at war, sinoe the President will establish a claim to the right to pursue and destroy every such vessel, whatever may be the port in which she may eeek shelter or supplies. Francb. - The Paria Bourse, on the 19th inst., was lower. Eeutes closed at C4f. 85c. Eougemont, Owenberg & Co., bankers in Paris, have suspended payment, with liabilities amounting to from L500,000 to L600,000. Italy. - The debate on the Conveution and removal of the capital to E ome is still progressing in the Chamber of Deputies. Soine of the speakers denounce the Convention as a virtual renunciation of Eome, while others regard it as leading to Eome at no distant period. There have been great floods in Tus cany, and considerable damage done to property, particularly to the railways. - At Florence there was also a great inunda' ion. The streets were flooded, the fields !aid waste, and roads broken up. - The damage done is enormous, but only few livcs wcre lost. The following is a suminary of the steamer iEtna's news, which left Liverpool on the 9th, and Queenstown on the lOth, for New York. The shipping Gazelie believes the steamer, to which Capt Semines and his meu were trausferrcd by the Laurel, off Maderia was the Sea King, which recently cleared from London for Bombay. Lord Woodehouse has been inaugura ted as Lord Lieutenant of Ireland. Bombay letters of the 14th, and Calcutta of the 6th of. Octobcr, fully confinn the disastrous effeets of the great Cyclone.
